Gayle Haberman, MPH
Gayle Haberman is the Director of the Office of Planning, Evaluation and Development. Previously, Ms. Haberman worked with the Department of Public Health’s Policies for Livable, Active Communities and Environments (PLACE) Program for 7 years where she managed a program to help low-resourced cities in Los Angeles County make their communities more walkable and bikeable. She also worked with Public Health’s Maternal, Child, and Adolescent Health Program where she coordinated the development of their 5-year strategic plan. Before working for the County, Ms. Haberman worked in the nonprofit sector on a variety of issues including women's economic development, affordable housing and youth development. She co-directed a non-profit organization that assists low-income women to start their own environmentally-safe housecleaning businesses.

 

 

Susan Blackwell, MA
Susan Blackwell joined the Office of Planning, Evaluation, and Development in September 2011 and is currently the Assistant Director. Ms. Blackwell has spent her career with the Department of Public Health in communicable disease control and prevention. She worked in laboratory surveillance at the Tuberculosis Control and the Sexually Transmitted Disease Programs. Most recently Ms. Blackwell served in multiple roles at the Immunization Program including coordinator for Women, Infants, and Children's (WIC) programs, schools, and the California Immunization Registry (CAIR). Ms. Blackwell holds a master's degree in Political Science.
 
Christine De Rosa, PhD
Christine De Rosa joined the Office of Planning, Evaluation, and Development in January 2016. Previously, Dr. De Rosa spent 5 years as Chief of the Adolescent & School Health Unit within the Division of HIV and STD Programs, where she directed large-scale, federally-funded projects to implement evidence-based teenage pregnancy and STD prevention programs in public schools. She has also worked as a research scientist in the non-profit sector, focusing on adolescent reproductive health and sexual risk behavior. Dr. De Rosa holds a PhD in Preventive Medicine from the USC Keck School of Medicine, and a master’s degree in psychology from Pepperdine University.
 
Yeira Rodriguez, MPH, MCHES
Yeira Rodriguez joined the Office of Planning, Evaluation and Development in June 2016. Ms. Rodriguez has over ten years of experience planning and implementing health programs within the Los Angeles County Department of Public Health and Department of Health Services. Her experience includes implementing health programs, coordinating and facilitating community and professional advisory groups, delivering presentations on various health topics to diverse audiences, developing training and educational materials in plain language in a wide range of topics for various audiences. Ms. Rodriguez holds a Master’s degree in Public Health from Loma Linda University, a Bachelor of Arts degree in Psychology from Pitzer College and has been a Master Certified Health Education Specialist since 2011.

 

Elishia Nelson
Elishia Nelson provides administrative support for the Office of Planning, Evaluation and Development.  Elishia began her career with the Department of Public Health working in Vital Records.  Since then, Elishia has worked with Maternal, Child and Adolescent Health Programs in the Comprehensive Perinatal Services Program as administrative support, the Organizational Development and Training Program and in the Executive Office under the Public Health Director.
