Paternity Opportunity Program (POP)

The Parent Opportunity Program (POP) is a State mandated Child Support Services Department local program whose purpose is to provide the opportunity for voluntary paternity acknowledgment for children born out of wedlock.

For information regarding POP, please contact the Vital Records Office at (213) 240-7812 or the California DHS POP website. Both parents must agree to come in and sign the declaration of paternity form.
